Storico Carnevale di Ivrea
Lo Sorico Carnevale di Ivrea è il più antico carnevale d’Italia, dal medioevo è stato tramandato fino ai giorni nostri. L’evento si è svolto, quest’anno, tra il 6 gennaio ed il 26 Febbraio e tutte le giornate sono state caratterizzate da approcci ingegneristici di diversa complessità: le giornate dal 6 Gennaio al 16 Febbraio presentano una presenza di pubblico limitato, non superiore alle 1500 persone, quindi sono state considerate di basso rischio; le altre giornate, dove affluenza di pubblico è invece elevata, l’approccio è stato più serrato e sono state seguite le norme della Circolare del Ministero del 18.07.2018.
Per la gestione di questo evento la Città di Ivrea è stata suddivisa in quattro macroaree, Centro Storico, Borghetto, Corteo Storico e Rondolino, e sono state eseguite analisi di vulnerabilità e verifiche d’esodo tramite simulazione, a garantire l’efficacia del progetto Safety&Security. È stato previsto che l’area Centro Storico potesse contenere un numero massimo di 15.000 persone e l’area Borghetto 4.800.
I varchi d’accesso sono stati tali da favorire un senso unico di tipo pedonale con le persone contate in ingresso ed uscita. Grazie ad un server centrale è stato possibile capire il numero di persone presenti dentro l’area, anche grazie all'ausilio di telecamere a servizio della polizia e della control room del Safety Manager, Ingegnere Giuseppe Amaro, riuscendo a valutare, in tempo reale, il numero di persone in ogni area e quindi garantire la massima sicurezza.

This event takes place between 6th January and 26th February and all days are characterized by engineering approaches of different complexity. The days from 6th January to 16th February have a limited presence of public, no more than 1500 people, therefore considered low risk.
The approach changes during the other days where there is high public turnout, and the rules of the Ministry Circular of 18/07/2018 are followed. The management of this event carried out a vulnerability analys and exodus checks through a simulation, ensuring the efficiency of the project.
City of Ivrea has been divided into 4 macro areas: Historical Center Area, Borghetto Area, Historical Parade Area and Rondolino Area.

The Gates will be one way access, and will be pedestrian gates, people will be counted in and out with a central server the Event management will be able to understand the number of people into the area thanks to the camers that will send images to the police and the control room of the Safety manager (Giuseppe Amaro) managing to evaluate in real time the number of people in each area and ensure better security.

Giuseppe Gaspare Amaro, laureato in Ingegneria Civile e Idraulica nel 1982, intraprende da subito la carriera nel Corpo Nazionale dei Vigili del Fuoco, ottenendo già due anni più tardi la nomina a Vice Comandante del Comando di Torino, e ricoprendo tale ruolo sino al 1995.
Nel corso degli anni è professore a contratto presso il Politecnico di Torino con il Corso di Tecnica della Sicurezza Ambientale focalizzando la sua attività didattica sulle tecniche Antincendio negli edifici e la sicurezza antincendio.
Dal 1996 ad oggi svolge attività libero professionale nel settore della Sicurezza antincendio e della Sicurezza sui luoghi di lavoro - D.lgs. 81/08 e s.m.i. - nel settore della Manutenzione e della Valutazione di Impatto Ambientale e infine nel settore della Direzione Lavori. Nel 2009 fonda quindi la GAe Engineering S.r.l. di cui è anche Direttore Tecnico, rendendola in breve tempo una società leader nel settore della Progettazione Antincendio. Gli approfonditi studi riguardanti il mantenimento e la gestione della Sicurezza in cantiere portano l’Ing. G. G. Amaro alla formulazione della metodologia denominata Sicurezza Partecipata, che vedrà concreta sperimentazione nel cantiere del Distretto Porta Nuova Garibaldi in Milano.
Tra i progetti e le realizzazioni nei quali sono state attuate misure di prevenzione e protezione antincendio si possono annoverare: Torre Intesa Sanpaolo di Torino, Palazzo Italia Expo 2015, Fondazione Prada, Nuovi uffici Prysmian e Westfield di Milano, Nuovo Centro Direzionale ENI a San Donato Milanese, Le Albere nell’Area Ex Michelin, MUSE e BUC di Trento.
Attualmente è a capo del team di progettazione antincendio del UnipolSai Tower di Milano e ricopre i ruoli di Responsabile di Progetto Antincendio, CSE, CSP, Direttore e Responsabile dei Lavori nella realizzazione del AS Roma Stadium. È, infine, massimo esperto in materia di sicurezza in Manifestazione Pubbliche e Grandi eventi, offrendo dal 2017 consulenza tecnica alla società RCS Media Group nella gestione di eventi sportivi a media e grande scala, come il Giro d’Italia, e pianificando e coordinando Eventi cittadini di caratura internazionale, quali la Festa di S. Giovanni a Torino e i Carnevali di Venezia ed Ivrea, nella figura di Safety Manager.
Giuseppe Gaspare Amaro, a graduate in Civil Engineering and Hydraulics in 1982, immediately began his career in the National Fire Brigade Corps, obtaining the appointment as Deputy Commander of the Turin Command two years later, and holding that position until 1995.
Over the years he has been an adjunct professor at the Politecnico di Torino with the Course in Environmental Safety Technique focusing his teaching activity on Fire fighting techniques in buildings and fire safety. Since 1996 he has been working as a freelancer in the field of fire safety and safety in the workplace - Legislative Decree 81/08 and s.m.i. - in the Maintenance and Environmental Impact Assessment sector and finally in the Works Management sector. In 2009 he therefore founded the GAe Engineering S.r.l. of which he is also Technical Director, making it quickly a leading company in the field of Fire Design. The in-depth studies regarding the maintenance and management of safety on the construction site bring Ing. G. G. Amaro at the formulation of the methodology called Safe Participation, which will see concrete experimentation in the construction site of the Porta Nuova Garibaldi District in Milan. The projects and achievements in which fire prevention and protection measures have been implemented include: Torre Intesa Sanpaolo of Turin, Palazzo Italia Expo 2015, Fondazione Prada, New Prysmian and Westfield offices in Milan, New ENI Headquarters in San Donato Milanese, Le Albere in the former Michelin area, MUSE and BUC of Trento.
He is currently head of the fire-fighting design team of the UnipolSai Tower in Milan and holds the roles of Fire Project Manager, CSE, CSP, Director and Project Manager in the construction of the AS Roma Stadium. Finally, he is the leading expert on safety in Public Events and Major Events, offering technical consultancy to the RCS Media Group company in 2017 for managing medium and large-scale sporting events, such as the Giro d'Italia, and planning and coordinating Events international citizens, such as the Festa di S. Giovanni in Turin and the Carnivals of Venice and Ivrea, in the figure of Safety Manager.
